Texas House Bill 14 provisions/methods can be used by an applicant/general contractor to expedite the developmental phase inspections and final inspections when the City of Dallas or any other cities in Texas cannot fulfill their development permit commitments within the time frame promised. HB 14 has been implemented in Texas to counter delays in development when it comes to the permitting process.
Texas Bill HB 14 will allow a Texas licensed engineer to assist and perform the inspection(s) if a regulatory authority (like the City of Dallas Inspector) does not approve, disapprove, or conditionally approve the document within 15 days after the date prescribed by statute.
After the 15-day deadline, a licensed engineer like Mathew Joseph, P.E. can provide help with the development inspections needed.
If the regulatory authority like City of Dallas does not conduct a required development inspection by the 15th day after the time prescribed by the Texas Local Government Code for conducting the same, a third party/engineer licensed under the Texas Occupations Code, can conduct such inspection.
